| November 2008 | Instrumentation and Monitoring in Construction - Contributions Invited
STATS is now inviting contributions for its next afternoon seminar, to be held during or close to November 2008. The seminar will focus on instrumentation and monitoring in construction, including techniques such as geotechnical, acoustic and geophysical monitoring. Following in the footsteps of STATS' many successful seminars, this event will be held at Hertfordshire University's Fielder Centre in Hatfield, a venue that never fails to draw compliments for its facilities and catering. Although a final seminar title has not yet been decided STATS is keen to consider all aspects surrounding these and other techniques and would welcome any suggestions well in advance. We are in search of expert guest speakers and a well renowned guest chairperson who can really bring the topic to life and explore all aspects with detailed discussion. If you feel you could contribute real value to this seminar, or if you are interested in receiving more details when they become available, please contact Rosemary Stace on 01727 798652 or email rosemary.stace@stats.co.uk. |

‘Foundations’ seminar success STATS is delighted with the success of its latest afternoon seminar, held on 29th April at Hertfordshire University’s Fielder Centre, entitled ‘Recycling Foundations’. Professor John Atkinson, formerly of City University, chaired the event. Prof Atkinson said: “The ground is full up with old foundations. A key design issue is what to do about these – use them again, ignore them or dig them out.” The seminar looked at ways that this should be approached. Among the topics discussed were how to tackle old foundations, a talk by Edwin Bergbaum, Director of the Waterman Group; and ‘Key decisions, design process and management of risk’ by Arup Director Tim Chapman. Further lectures included ‘Assessing concrete and steel deterioration’ by Dr Ian Sims, Director at STATS; and fellow Director Dr Shon Williams focused on how to investigate piled foundations for integrity and load capacity. The event was well attended by civil, structural and geotechnical engineers, developers and project managers, as well as many other interested parties. STATS Chairman Adrian Marsh, added: “This is a very important issue in today’s construction industry and I trust that delegates found the lectures and discussions extremely valuable.” Delegate copies of the presentations and literature are available on request by emailing rosemary.stace@stats.co.uk. |

RSK Group chairman Dr Alan Ryder said: ‘This is the second largest acquisition in RSK’s history and represents a major statement of intent. We’ve strengthened our capabilities across the board and brought in services that we have never had before. STATS will be instrumental to our continued growth and success.’ |

‘Waste Soil’ Seminar Attracts Large Crowd The latest seminar organised by STATS Limited proved to be one of the most popular yet, with around 150 delegates attending the event to listen to a range of informative speakers discuss key issues on construction waste and the remediation of brownfield land. The seminar – Sustainable Remedial Solutions: Treatment, Re-Use and Disposal of ‘Waste’ Soil was held at the University of Hertfordshire’s Fielder Centre in Hatfield, where delegates were welcomed to the event by STATS Chairman Adrian Marsh. The speakers included Chris Peters, Technical Advisor for the Environment Agency National Operations Group, Ian Heasman, Brownfield Remediation Manager at Taylor Wimpey Developments, Mark Steward, Regional Manager at STATS Limited, John Conway, General Manager for Remediation Services at Biffa, and Chris Dore, Managing Director of Tamdown Regeneration. Jon Clark, Contaminated Land Services Director at STATS, who convened the seminar summed up probably the most important conclusion from the event by stating: “Site clearance, remediation and groundworks inevitably generate ‘waste’ materials. However, with consideration of all the issues at the project planning stage and the implementation of a well thought through Site Waste Management Plan, much of the waste can generally be beneficially re-used and the amount of waste ultimately sent to expensive landfill minimised.” For further information please contact rosemary.stace@stats.co.uk |

Flood Risk and Defence A Consultant’s Perspective Consultants advising on flood risk and defence have to operate against a political and scientific backdrop of considerable uncertainty and in a period of relatively rapid change to the UK’s policies on flooding issues.Whilst the Environment Agency (EA) is generally driving a progressive policy, this is not always appreciated at a local level. Here, local traditions, vested interests and vociferous individuals can hold considerable sway. One imagines that an area like the Isle of Dogs, which lies wholly within a Zone 3 tidal floodplain, but which contains developments like Canary Wharf, will be defended for the foreseeable future and almost certainly from the public purse. This can no longer be taken to be the case in less densely developed areas, e.g. whole swathes of England’s eastern coastline and estuaries, where the financial, as well as environmental, attractions of ‘managed’ coastal retreat may prove compelling to future planners. In many of the low-lying areas of the Thames Gateway, millions of cubic metres of soil have already been, and look set to continue to be, moved about. |

Seminar Highlights Need for Risk Assessment and Sustainable Planning Speakers at a recent seminar organised by STATS highlighted the growing importance of environmental and sustainability issues in the built environment and emphasised that whilst the environmental issues that face society are considerable, the solutions lie within our grasp. The proceedings concluded with a discussion on the ways in which local authorities can set an example on sustainability issues and how the levels of risk to the built environment will result in some property becoming uninsurable. It is clear that sustainability and environmental issues such as flooding, air quality, noise and vibration, contaminated land and energy efficiency, all have a substantial and growing effect on property and investment values. In order to meet the challenges that these issues represent it will be important to adopt a proactive approach both in terms of resolving existing problems and in future planning and design. |

Disposal to Landfill The EU Landfill Directive (1999/31/EC) takes effect with a new pre-treatment requirement for hazardous waste (which includes the majority of contaminated soils) together with a ban on the co-disposal of waste. The immediate impact of these changes will be that from 16th July the majority of landfills that can currently accept hazardous contaminated soils will no longer be able to do so. Estimates vary, but in broad terms the number of landfills accepting hazardous contaminated soils waste is set to fall from over 200 to fewer than 20 across the whole of the UK. It is anticipate that this will have significant ramifications on the economics of contaminated land remediation for developers.
